Here is the State Department's Foreign Affairs Manual Volume 9, Sec. 40.37, Visas. It describes in detail the procedures for issuing VISAS VIPER (suspected terrorist) cables from CIA and diplomatic posts back to Washington, through which channels they should be routed, and how other agencies may contribute. I'll leave VISAS DONKEY as an exercise to the reader... Hang on, there's a knock at the door, must be New Year's revelers ;)
